It's just the perfect month to always have a raid boss that is a ghost Pokemon for Halloween and who better to be out there than Gengar? Sure I know during the Kanto event and Halloween there will be plenty of Gastly Pokemon I am just saying it's awkward that he isn't a raid boss for this month.
