Lack of Pokestops/Gyms

So i started playing Pokemon go again recently, and the same issue persists as to when I used to play before, I live in Sudbury Ontario and the lack of pokestops and Gym's is staggering. I get it I'm not in a big Metropolis like Toronto or Montreal however Sudbury is the biggest community in the North, Ontario for those who don't know. Went on a family trip with my kids and wife last year to Toronto and the massive amount of pokestops and gyms was just insane, like literally I was giddy so I just don't understand why it hasn't translated to smaller communities and when I say smaller I don't mean rural but just not metropolises?
