Spawns

When i go to a certain three way street in my city there are lots of Pokemons spawned like nearly 8 to 9. But there's no nearby pokestops or gym near so how that much pokemons spawn there every time i pass that street. Many of pokestops and gyms Don't have that much spawns in my city
