Why does Niantic release Pokémon’s shiny versions separate from their original release?

Also why is spinda only found in a few forms? The spinda question especially, because you could find an infinite number of combinations spots on spindas body in ruby/sapphire/emerald. It just seems like this smart phone game has no excuse to not have certain things down.
