Is there a new Hat Pikachu for the psychic event that I'm not aware of? [Question]

I haven't read anything about a new event Pikachu but a shadow popped up on my nearby: http://imgur.com/VJSTsKc

It looks like an Ash Hat Pikachu but I already have that one so it must be a bit different since it's a shadow.
