[Question] Is Psycho Cut Better than Confusion for Mewtwo?

I saw a YouTuber say Psycho Cut and Shadow Ball are the best moveset for Mewtwo in any senario and especially in raids (I.e. Alakazam). If this is the case why is my IV app saying Confusion is better? Should my SB Mewtwos have Psycho Cut?
